国外公共资助科研论文开放获取政策分析及对我国的启示

摘　　要：公共资助科研论文开放获取已成为全球共识,具有提高财政资金利用效益、促进科研成果传播应用等潜在价值。选取美国、加拿大、英国、澳大利亚、日本、欧盟等国家/地区的政府部门、公共资助机构等颁布的开放获取政策,从政策强度和开放时滞、配套基础存储设施建设、提交版本和版权规定、配套规划与法律法规制定等角度进行论述,分析政策推进和变迁缘由;结合我国相关政策实施成效及平台建设实践,剖析现存问题,提出建立国家层面公共资助科研论文强制呈交政策、推进基础研究支撑平台建设、加强论文版权管理与权益谈判、强化开放科学生态培育等建议,以推动我国公共资助科研论文的开放获取。Open access to publicly funded research papers has become a global consensus,which has potential value in improving the use of financial fund and promoting the dissemination and application of research results.This paper selects open access policies promulgated by government departments and funding institutions in the United States,Canada,the United Kingdom,Australia,Japan,and the European Union.We analyze them from the perspectives of policy intensity,embargo period,infrastructures supporting the policies,submission version,copyright provisions,supporting policies and legal frameworks.And then we analyze the reasons behind policy advancement and changes.Furthermore,by examining the implementation effectiveness of relevant policies in China and the practice of platform construction,the paper identifies existing issues and proposes recommendations.These include establishing a national-level mandatory submission policy for publicly funded research papers,advancing the construction of support platforms for basic research,strengthening the management of paper copyrights and negotiation of rights,and enhancing the cultivation of an open science ecosystem to promote the open access of publicly funded research papers.
