基于PMC指数模型的我国省级全民阅读政策文本量化评价

摘　　要：深化全民阅读、营造书香社会作为国家发展战略,是推动社会进步的重要力量,是增强文化自信和创造力、提高国家文化软实力的关键举措。以政策工具为视角,运用PMC指数模型对省级全民阅读政策文本进行多维度的量化分析与评价。结果表明:省级全民阅读政策总体态势良好,政策设计科学、合理,但各政策在政策性质、政策评估、政策主题等方面差距较大,政策质量存在优化空间。为此,提出了政策受体多元化、强化监管机制、优化人才队伍建设、细化激励措施、重视数字阅读的发展趋势、完善政策的动态调整等政策建议。The deepening of national reading and the creation of a bookish society,as a national development strategy,is an important force for promoting social progress and a key measure for enhancing cultural confidence and creativity and improving the country’s cultural soft power. From the perspective of policy tool,this paper conducts a multi-dimensional quantitative analysis and evaluation of provincial national reading policy texts using the PMC index model. The results show that the overall situation of provincial national reading policies is favorable,with scientific and reasonable policy designs. However,there are significant score differences among various policies in terms of policy nature,policy evaluation,and policy themes,indicating that there is room for optimizing policy quality. Therefore,policy suggestions such as diversifying policy recipients,strengthening supervision mechanisms,optimizing the construction of talent teams,refining incentive measures,emphasizing the development trend of digital reading,and perfecting the dynamic adjustment of policies are proposed.
