摘　　要：寻根文旅产业高质量的发展,需要严谨的学理性研究,更需要通过实证去验证高质量发展的约束因素和实际效率。海南的文旅产业融合发展,在资源的多样性、发展阶段的特点、政策环境的前瞻性、注重可持续发展和国际化视野等方面,具有典型性和代表性。海南文旅融合效率的测算结果能够反映出在特定政策环境、资源条件和发展阶段下,文旅融合的实际运行效果。这种效果的评估不仅仅局限于海南本身,更可以作为一个参照系,为其他地区提供对比分析的基础,从而在全国范围内都有一定的指导性价值。为提高文旅融合发展,战略上,应选择差异化发展路径,创新发展模式,重视文化产业对旅游业的引领作用;政策上,应加大对文旅领域的财政支持力度,鼓励多元主体参与,重视文化产业基础设施的投资。The high-quality development of root-seeking cultural and tourism industry needs rigorous academic and rational research, and needs to verify the constraints and actual efficiency of high-quality development. The integrated development of the cultural and tourism industry in Hainan is typical and representative in such aspects as the diversity of resources, the characteristics of the development stage, the foresightedness of the policy environment, the emphasis on the sustainable development and the international vision. The result of the integration efficiency of culture and tourism can reflect the actual effect of the integration under the specific policy environment, resource condition and development stage. The evaluation of this kind of effect is not only limited to Hainan itself, but also can be used as a frame of reference for other regions to provide a basis for comparative analysis, which has certain guiding value throughout the country. In order to improve the integrated development of culture and tourism, strategically, we should choose the differentiated development path, innovate the development mode and attach importance to the leading role of cultural industry to tourism;in terms of policy, we should increase financial support for the field of culture and tourism, encourage the participation of diverse subjects, and attach importance to the investment in cultural industry infrastructure.
