乡村全面振兴战略下农村养老困境的破解出路

摘　　要：我国已经进入中度老龄化社会,受到城乡二元发展模式和社会人口转型的冲击,农村人口老龄化形势更为严峻,农村老年人面临着更大的养老风险和养老困境,成为制约我国积极应对人口老龄化战略顺利实施的核心问题,但乡村全面振兴战略的提出为破解农村养老困境带来了新机遇和新动力。本文基于家庭内部传统养老资源和家庭外部社会养老资源状况对农村养老困境进行系统分析,在此基础上,对农村当前自主探索的3类养老服务实践经验进行了总结和归纳,并在梳理为什么发展农村养老服务、发展怎样的农村养老服务等基础理论问题的基础上,提出近期农村养老服务的重点任务应该从开源(加大服务供给力度)、整合(整合已有零散资源)、释放制度红利(进行制度优化和升级)3方面来完善农村养老服务。China has entered a moderately aging society.Affected by the urban-rural dual development model and the social demographic transformation,the situation of population aging is even more severe.Rural elderly people are facing greater old-age risks and pension difficulties,which have become bottlenecks restricting the smooth implementation of China's strategy for actively responding to population aging.However,the proposal of Comprehensive Rural Revitalization Strategy has brought new opportunities and new impetus for addressing the old-age support dilemma.Based on the traditional old-age support resources within families and social resources outside the family,this paper systematically analysis the rural old-age support dilemmas.Moreover,it summarizes the practical experience of three types of old-age services that are currently independently initiated in rural areas.Subsequently,by sorting out the basic theoretical issues such as why and what kind of rural old care services to develop,this paper proposes that the key tasks of rural old care services should be improved from three aspects:Broadening sources(improving service supply),integration(integrating existing scattered resources),and releasing system dividends(system optimization and upgrading).
