摘　　要：风电项目的投资与建设涉及多个环节,其中,施工阶段投资成本管控对保障项目投资收益至关重要,故有必要推行执行概算管理,为项目提供清晰明确的成本框架与指引。重点研究风电项目执行概算的编制以及以执行概算为依据对投资成本作出全方位、精细化过程管控,实时监测成本的流向与变动,及时调整偏差,确保项目在预算范围内高效推进,最终实现风电项目投资效益最大化。The investment and construction of wind power projects involve multiple links,among which the investment cost control in the construction stage is crucial to ensure the investment returns.Therefore,it is necessary to implement execution estimates in the investment control of wind power projects to provide clear and precise cost frameworks and guidelines.The focus is on the documentation of execution estimates for wind power projects and the conduct of process management of investment cost control based on execution estimates to monitor the flow and changes of costs in real-time,adjust deviations promptly to ensure projects are efficiently pushed forward within the budget scope,and ultimately maximize the investment returns of wind power projects.
