摘 要:新能源大基地建设已成为我国“双碳”目标的重要支撑,我国风光资源多集中在西北、西南等偏远地区,地方政府期望在短期内通过资源优势吸引外来投资,以带动当地经济长远发展,产业配套政策由此成为地方政府新能源招商引资的重要组成部分。采用动态演化博弈方法分析地方政府与新能源投资企业在产业配套政策下的策略选择,结果显示,一是政策执行成本、企业预期收益等因素将共同决定产业配套政策对地方投资的拉动效果;二是积极执行产业配套政策短期可促进企业投资,长期却难以为继;三是消极执行产业配套政策的短期经济拉动效果不明显,长期效果较显著。The construction of new energy power stations has become an important support for China's"dual carbon"goals.As China’s wind and solar resources are concentrated in remote areas such as the northwest and the southwest,local governments expect to attract external investment through resource advantages in the short term to drive the long-term development of local economies,thus industrial supporting policies have become an important part of attracting new energy business and investments for local governments.The dynamic evolutionary game is hereby used to analyze the strategic choices of local governments and new energy enterprises under industrial supporting policies.The results show 1)factors including policy implementation cost and expected returns of enterprises would jointly determine the driving effect of industrial supporting policies on investments;2)active implementation of industrial supporting policies could promote enterprise investment in the short term,but it could be difficult to sustain in the long run;3)the short-term economic driving effect of passive implementation of industrial supporting policies is not obvious,while the long-term effect is more significant.
