海南自由贸易港政策体系对石化产业发展影响研究

摘　　要：2023年是全面贯彻党的二十大精神的开局之年,也是推进海南自由贸易港(以下简称自贸港)全岛封关运作的关键之年。目前,全岛封关运作各项准备工作任务均已取得阶段性进展,将在2025年底前适时启动全岛封关运作。自贸港将成为中国开放层次最高的地区,为石化产业发展带来宝贵机遇。文章梳理了自贸港政策体系的框架和重点,分析了相关政策对石化产业的影响,介绍了自贸港未来的发展方向,并对自贸港政策和石化产业在自贸港的发展提出建议。2023 is not only the opening year to fully implement the spirit of the 20th National Congress of the Communist Party of China but also the crucial year to promote the island-wide closure operation of the Hainan Free Trade Port.At present,all the preparatory tasks for the closure have reached progress in stages,and the closure will be launched in due course by the end of 2025.The port will become the highest level of opening-up in China,bringing valuable opportunities for the development of the petrochemical industry.This paper reviews the framework and focus of the port’s policy system,analyzes the influence of relevant policies on the petrochemical industry,introduces the future development direction of the port,and puts forward suggestions for the port on the policy and the development of the petrochemical industry.
