摘  要:在市场竞争加剧及成品油需求变化调整的大背景下,提升加油站管理能力不仅是应对内外部环境变化的需要,更是成品油销售企业长远发展的需要。本文以中国石油安徽销售公司为例,紧密结合国资委“对标世界一流企业价值创造行动”的各项指标,从规则优化、指标细化、表单简化的角度建立了“六维度”加油站管理能力评价指标体系,从营销、盈利、服务、团队、管控和创新能力等方面实现对加油站管理能力的评价实践。根据综合评价结果,销售公司可对加油站进行等级划分,以进一步明确加油站管理的目标和导向,打造先进典型。此外,在原有指标体系的基础上,结合实践总结、企业现状、配套政策等对模型进行了深化研究和实践应用,优化完善原有体系,为成品油销售企业强化基层基础工作提供实现路径。In the context of intensified market competition and changes in the demand for refined oil products,improving the management capability of gas stations is not only the need to cope with internal and external environmental changes,but also the need for the long-term development of refined oil sales enterprises.Taking PetroChina Anhui Marketing Company as an example,this paper establishes a“sixdimension”evaluation index system of gas station management capability from the perspective of rule optimization,index refinement and form simplification by closely combining the indicators of State-owned Assets Supervision and Administration Commission(SASAC)’s“Value Creation Actions of the World-Class Enterprises”.The evaluation practice of gas station management capability is realized in terms of marketing,profitability,service,teamwork,management and control,and innovation capability.Based on the comprehensive evaluation results,the marketing company can classify gas stations to further clarify the goals and guidance of gas station management and create advanced models.In addition,on the basis of the original index system,combined with practice summary,enterprise status quo and supporting policies etc.,the model has been deepened research and practical application,optimized and improved the original system and provided a path for refined oil sales enterprise to strengthen the basic and the grassroots work.
