推进车用加气终端一体化经营的思考与实践

摘　　要：中国石油天然气股份有限公司于2021年2月下发了《关于调整优化天然气销售业务管理体制的通知》,为进一步理顺天然气销售管理机制,加强天然气销售业务的专业化运营管理提出了政策指引。通知还规定将车用天然气终端业务(加气站)交由成品油销售企业负责运营管理并新增项目开发。如何在无先例可循、无经验可鉴的情况下,推进车用加气终端一体化经营,是成品油销售企业面对的新问题。本文系统梳理了中国石油天然气股份有限公司黑龙江大庆销售分公司创新实践的主要做法,并围绕推进车用加气终端一体化经营进行了深入思考,摸索出了一条以市场化租赁方式推进车用加气终端一体化经营的新路子。In February 2021,CNPC issued“The Notice on Adjusting and Optimizing the Management System of Natural Gas Sales Business”,which put forward policy guidelines for further rationalizing the management mechanism of natural gas sales and strengthening the professional operation management of natural gas sales business.The notice also stipulates that the vehicle natural gas terminal business(refueling station)will be handed over to the refined oil sales company to be responsible for the operation management and the development of new projects.How to promote the integrated operation of vehicle refueling terminal in the absence of precedent and experience is a new problem faced by refined oil sales enterprises.This paper systematically reviews the main innovative practices of PetroChina Heilongjiang Daqing Marketing Company,and deeply thinks about promoting the integrated operation of vehicle gas filling terminals,and explores a new way to promote the integrated operation of vehicle gas filling terminals by market-oriented leasing.
