摘 要:石油销售企业经历了数十年快速发展,资源供需格局不断调整优化,由于自建自用传统观念束缚和整体规划设计滞后,现有储运设施网络布局、规模数量、结构类型已与当前发展形势不相适应,能力过剩、结构错位、效能偏低、共享不足等问题不断凸显,运营成本、财务费用、风险隐患、单位能耗等居高不下,已成为制约石油销售企业高质量发展的关键卡点。本文基于储运设施效能提升目标,按照“一体设计、整体优化、对比评价”的思路,利用重心选址法、经济订货批量模型(EOQ)理论和分销计划优化(DPO)系统,采取模块化设计,提出一套新的仓储选址方法;再利用经纬度将研究范围进行网格化拆分,对各区域设置虚拟需求重心并建立位置函数,对所有网格逐一迭代计算,测算区域内拟建仓储位置,实现研究范围全覆盖设计,再配套DPO系统进行物流协同优化,构建了储运设施网络一体优化设计模型,从而得出新的储运设施下的物流优化方案,最后对储运设施效能提升提出治理策略。利用储运设施网络一体优化设计模型对某大型石油销售企业在宁夏地区的成品油运输与存储网络进行了优化设计,从设计结果来看,具有较高的指导和参考意义。Oil sales enterprises have experienced decades of rapid development,and the pattern of resource supply and demand has been constantly adjusted and evolved.Due to the constraints of the traditional concept of self-construction and self-use and the lack of the overall planning and design concept,the network layout,scale,quantity and structural type of the existing storage and transportation facilities are no longer suitable for the current development situation.Problems such as overall excess capacity,prominent structural contradictions,uneven efficiency,and insufficient internal and external sharing continue to be prominent,and operating costs,bottom laying costs,hidden risks,and unit energy consumption remain high,which have become the key card points restricting the high-quality development of oil sales enterprises.Based on the purpose of improving the efficiency of storage and transportation facilities,in accordance with the idea of“integrated design,overall optimization and comparative evaluation”,this paper uses the centroid location method,economic order volume model(EOQ)theory and distribution plan optimization(DPO)system,adopts modular design,and puts forward a new storage location method.By using latitude and longitude,the research area is divided into grids,the virtual demand center of gravity is set for each region and the location function is established.All the grids are iteratively calculated one by one to calculate the proposed storage location in the region to achieve the full coverage design of the research scope.Then the logistics collaborative optimization is carried out with the DPO system to obtain the logistics optimization scheme under the new storage and transportation facilities.Finally,it puts forward the management strategy to improve the efficiency of storage and transportation facilities.This model is used to optimize the oil transportation and storage network of a large petroleum enterprise in Ningxia region.From the design results,the model has high guidance and reference signifi
