论中国特色社会主义协商民主理论的中国智慧

摘　　要：协商民主是全过程人民民主的重要组成部分,是我国社会主义民主政治的特有形式和独特优势,是党的群众路线在政治领域的重要体现。中国特色社会主义协商民主理论是对马克思主义民主理论的创新与发展,是对中国共产党发展政治协商和协商民主实践的经验总结,是对中华优秀传统政治文化的扬弃,是对广大人民民主诉求的现代回应,是对西方国家“民主失灵”的时代反思。中国特色社会主义协商民主理论为人类政治文明贡献了中国智慧。中国特色社会主义协商民主理论的中国智慧主要体现在三个方面,一是协商民主理论构建的中国逻辑,立足中国国情,在坚持党的领导下,以人民为中心,为实现中华民族伟大复兴凝心聚力;二是协商民主理论表达的中国话语,用独具标识性的中国话语进行理论表达,对中华优秀传统政治文化进行创新,有力破解西式民主的话语霸权;三是协商民主理论贡献了人类政治文明进步的中国方案,中国特色社会主义协商民主理论在坚定中国特色政治发展道路自信的同时,为人类政治文明发展贡献了中国方案。Consultative democracy,as an important part of whole-process people's democracy,is a unique form and distinctive strength of China's socialist democracy.It is an important embodiment of the CPC's mass line in the political domain.The socialist consultative democracy theory with Chinese characteristics is an innovation and development of Marxist democratic theory.It is a summary of the experience of the Communist Party of China in developing political consultation and consultative democracy practices.It is a sublation of fine traditional Chinese political culture.It is a modern response to the democratic demands of the broad masses of Chinese people and a reflection on the"democratic failure"of Western countries in the times.The socialist consultative democracy theory with Chinese characteristics has contributed Chinese wisdom to human political civilization.The new wisdom contained in this theory is mainly reflected in three aspects.First,the Chinese logic of the construction of consultative democracy theory:it based on China's national conditions,under the leadership by the Party and uphold people-centered philosophy,which can pool all wisdom and strength to realize the rejuvenation of the Chinese nation.Second,the consultative democracy theory can be expressed by China's discourse:expressing the theory with unique and identifiable China's discourse and innovating fine traditional Chinese political culture,which can effectively break the discourse hegemony of Western-style democracy.Third,the socialist consultative democracy theory with Chinese characteristics has provided Chinese idea for the progress of human political civilization:it stayed confidence in the path of socialist political development with Chinese characteristics,at the same time it has contributed a new idea about the development of human political civilization.
