摘　　要：国家治理体系和治理能力现代化,必然包括香港特别行政区、澳门特别行政区治理能力和水平的提高。如何把“一国两制”的制度优势和“爱国者治理”的力量优势转化为治理效能,是“一国两制”实践行稳致远需要回答的新课题。提升特别行政区依法治理能力和水平是维护国家主权、安全和发展利益,建设好发展好特别行政区、保持港澳长期繁荣稳定的迫切需要。关键在于筑牢宪法和基本法确定的宪制秩序、建立健全“爱国者治理”的制度机制以及完善特别行政区治理体系。亟待通过加强和完善行政长官制度,提高政府决策能力,提高行政效率和政府效能,推进公务人员管理制度改革,夯实特区基层治理,加强爱国爱港、爱国爱澳力量建设,加强青年管治人才培养,加强舆论引导等八大措施实现特别行政区治理能力和水平的提升。The modernization of the national governance system and capacity inevitably includes theimprovement of the governance capacity and level of the Hong Kong and Macao Special Administrative Regions.How to transform the institutional advantages of“one country,two systems”and the strength advantages of“governance by patriots”into governance effectiveness is a new question that needs to be addressed for the stablelong-time implementation of the“one country,two systems”policy.Enhancing the capacity and level ofgovernance in special administrative regions in accordance with the law is an urgent need to safeguard nationalsovereignty,security and development interests,achieve prosperity from stability,build up the specialadministrative regions,and maintain the long-term prosperity and stability of Hong Kong and Macao.The keylies in consolidating the constitutional order established by the Constitution and the Basic Law,building andimproving the institutional mechanism of“governance by patriots”,and improving the governance system ofspecial administrative regions.It is urgent to enhance the governance capacity and level of special administrativeregions through eight measures,including strengthening and improving the chief executive system,improving thegovernment's decision-making ability,enhancing administrative efficiency and government effectiveness,promoting the reform of the civil service management system,consolidating the grass-roots governance of thespecial administrative regions,strengthening the patriotism construction in Hong Kong and Macao,strengthening the cultivation of young governance talents,and strengthening public opinion guidance.
