摘　　要：习近平主席关于“一国两制”价值理念的重要论述,在“一国两制”发展进程中具有里程碑意义,是“一国两制”实践进入新阶段的根本遵循和行动指南。港澳融入国家发展大局是“一国两制”理论和实践的重要组成部分,是由点到面、由浅入深的渐进过程。港澳融入国家发展大局具有长期性和阶段性特点,具有坚实基础,“中央支持+港澳积极主动”格局基本形成,同时国家战略对港澳融入国家发展大局也提出新要求。在“一国两制”实践新阶段,港澳融入国家发展大局的重点是以制度型开放为抓手在国家对外开放中更好发挥作用,以强化内连外通为核心在构建新发展格局中更好扮演桥梁角色,在参与粤港澳大湾区建设中提升融入国家发展大局的能力。President Xi Jinping's important exposition on the outlook of“one country,two systems”holdsmilestone significance to the development of the“one country,two systems”policy and provides thefundamental guidance and action guide for the practice of“one country,two systems”in the new stage.Theintegration of Hong Kong and Macao into the overall situation of the country's development represents animportant part of the theory and practice of“one country,two systems”and involves a gradual process thatprogresses from individual points to broad aspects,and from superficial to deep levels.The integration of HongKong and Macao into the overall situation of the country's development has a solid foundation;it is a long-termmission implemented phase by phase.The pattern of“the central government and the mainland offering support+Hong Kong and Macao taking the initiative”has basically taken shape.At the same time,the national strategyputs forward new requirements for the integration of Hong Kong and Macao into the overall situation of thecountry's development.In the new stage of the practice of“one country,two systems”,the focus of theintegration of Hong Kong and Macao into the overall situation of the country's development is to make themplay a better role in the country's opening to the outside world by proceeding from the institutional opening-upand in particular make them play a better bridging role in building a new development pattern with thestrengthening of internal connection and external communication as the core,and to enhance their ability tointegrate into the overall situation of the country's development in the participation in the construction of theGuangdong-Hong Kong-Macao Greater Bay Area.
