从政策初心到治理实践:对“爱国者治港”根本原则的历时性考察

摘　　要：“爱国者治港”是事关“一国两制”实践行稳致远的根本原则。这项原则在中央以“一国两制”方针政策解决香港问题过程中逐步产生,可以说是“一国两制”的政策初心。此后,“爱国者治港”原则在香港基本法起草过程中初步法律化,在香港地区回归祖国、重新纳入国家治理体系后开始付诸实践,并在近年不断完善特区治理的过程中进一步法律化和全面落实。“爱国者治港”从概念产生到全面落实是一个一以贯之的过程,厘清这一基本历程,对于进一步消除香港地区内外关于“一国两制”的一些错误认识,继续巩固“爱国者治港”局面,具有重要的理论价值与现实意义。“Patriots governing Hong Kong”is a fundamental principle for the stable and far-reaching practice of the“one country,two systems”policy.This principle gradually emerged in the process of the central government addressing the Hong Kong issue with the“one country,two systems”policy and can be said to be the“one country,two systems”policy intention.Since then,the principle of“patriots governing Hong Kong”has been initially legalized in drafting the Basic Law of Hong Kong,and has been put into practice with Hong Kong's reunification with the motherland and its re-incorporation into the national governance system.In recent years,it has been further legalized and comprehensively implemented in the process of continuously improving the governance of the special administrative region.The process from the emergence to the full implementation of the concept of“patriots governing Hong Kong”is consistent.Clarifying this process is of great theoretical value and practical significance for further eliminating some misunderstandings about“one country,two systems”both inside and outside Hong Kong and continuing to consolidate the situation of“patriots governing Hong Kong”.
