北上南下“双向奔赴”:大湾区互联互通与融合发展新态势

摘　　要：湾区经济是区域经济发展的高级形态,一体化市场的分工协作和高度整合的协同发展是湾区经济形成的基础性因素。与国际典型湾区不同,粤港澳大湾区建设是“一个国家、两种制度、三个关税区、三个法域、三种货币”特殊制度环境下的三地融合发展,存在经济运行规则和体制机制差异。推进粤港澳大湾区建设以问题为导向,实施“湾区通”工程,从“硬连接”“软联通”到“心融合”,推动大湾区规则衔接、机制对接,人流、物流、资金流、信息流等各类要素双向流动更加便捷。《粤港澳大湾区发展规划纲要》发布实施6年来,大湾区营商环境持续优化、科技创新产业合作步伐加快、民生领域合作不断拓展、珠江口东西两岸融合发展提速、重大合作平台“先行试验”探索作用凸显,经济社会呈现全面融合发展的新态势,大湾区的分工效应、协同效应和规模效应不断增强。围绕“一点两地”全新定位,纵深推进新阶段粤港澳大湾区建设,应按照三中全会《决定》提出“深化粤港澳大湾区合作,强化规则衔接、机制对接”的要求,加快建设“轨道上的大湾区”、进一步优化大湾区营商环境、持续提升大湾区市场一体化水平、粤港澳协同发展大湾区新质生产力、加快打造港珠澳大桥经贸新通道、完善粤港澳大湾区数据跨境治理制度、建立健全粤港澳区域合作体制机制,促进大湾区深度融合发展,不断丰富“一国两制”实践新内涵,推动港澳更好融入国家发展大局。The bay area economy represents a high-level regional economic development.The division of labor and cooperation in the integrated market and the highly integrated coordinated development are the basic factors underlying the bay area economy.Different from the typical international bay areas,the construction of the Guangdong-Hong Kong-Macao Greater Bay Area is the integrated development of the three places under the special institutional environment of“one country,two systems,three customs areas,three legal jurisdictions and three currencies”,and differences in economic operation rules and institutional mechanisms exist within the area.The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is problem-oriented.The“G reater Bay Area Connectivity”project is implemented to promote the connection of rules and docking of mechanisms in the Greater Bay Area and make the two-way flow of various factors such as people,goods,capital and information more convenient,realizing the shift from“hard connection”and“soft connection”to“h eart integration”.Over the six years since the launch of the Development Plan Outline of the GuangdongHong Kong-Macao Greater Bay Area,the business environment in the Greater Bay Area has been continuously improved,the pace of cooperation in the science and technology innovation industry has been accelerated,the cooperation in the field of people's livelihood has been continuously expanded,the integrated development on both sides of the Pearl River Estuary has been accelerated,and the exploratory role of major cooperation platforms in“pilot trials”has become prominent.The economy and society present a new trend of comprehensive integrated development,and the division of labor effect,synergy effect and scale effect of the Greater Bay Area are constantly enhanced.Focusing on the new positioning of“one hub,two platforms”,to further promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area in the new stage,we should,in accordance with the requirem
