摘  要:ChatGPT的出现代表着以大模型、多模态为技术方向的通用人工智能时代开启。新一代通用人工智能技术是驱动未来社会发展从数字化向智能化发展的技术底座,通用人工智能也必将对国家治理范式形塑产生长远而深刻的影响。具体而言,通用人工智能对国家治理范式的形塑将经历技术外部化、技术伴生化和技术共生化等三个阶段。通用人工智能将显著作用于社会各领域并产生多维度的共振影响,对此国家治理范式也需应对变化进行相应的变革。国家在面对和使用通用人工智能进行治理时,需要面对和解决三个重大的现实风险问题,包括通用人工智能辅助决策与人类决策的矛盾性、通用人工智能决策与现实实际情况差异和通用人工智能对真实世界作用的不可预估的影响。The emergence of ChatGPT represents the opening of the era of large model,multimodal artificial general intelligence.The new generation of artificial general intelligence technology is the technological base that drives the future social development from digitalization to intelligence.Artificial general intelligence will also have a long-term and profound impact on shaping the paradigm of national governance.Specifically,the shaping of national governance paradigm by AGI will go through three stages:technology externalization,technology accompaniment and technology symbiosis.Artificial general intelligence will play a significant role in the realm of reality and produce a multi-dimensional resonance impact,and the national governance paradigm will need to be changed accordingly to cope with the changes.When facing and using artificial general intelligence for governance,the state needs to face and solve three major real-world risk issues,including the ambivalence between AGI-assisted decision-making and human decision-making,the difference between AGI decision-making and the real-world reality,and the unpredictable impact of artificial general intelligence on the role of the real world.
