探讨基层现代化气象递进式服务的发展现状

摘　　要：近年来,气象新技术的不断改革创新在提高基层气象部门的气象保障能力和水平的同时,也对气象服务提出了更高的要求。从碧江区气象局近两年气象科技能力的现代化建设出发,简述暴雨天气过程、碧江中国传统龙舟赛、体育高考等几次特色的气象递进式服务过程,分析当前基层现代化气象递进式服务的流程,总结其中存在的问题:一是现有的气象递进式服务产品与各类服务对象多样化的气象服务需求存在差距;二是基层气象部门的气象科技创新能力不足,气象新技术运用缓慢。根据问题,提出简要的建议:基层气象部门应以打造气象科技人才队伍为攻关点,建立健全气象科技人才培养体系;加强与各领域的科学研究,全面提高气象新科技的运用能力;进一步细化基层气象保障服务,全面推动气象的高质量发展。In recent years,the continuous reform and innovation of new meteorological technologies have im-proved the meteorological support ability and level of grassroots meteorological departments,and put forward higher requirements for meteorological services.Starting from the modernization construction of meteorological sci-ence and technology ability of Bijiang District Meteorological Bureau in recent two years,this paper briefly de-scribes several characteristic meteorological progressive service processes such as rainstorm weather process,Bijiang Chinese traditional Dragon Boat race,sports college entrance examination,analyzes the current process of modern meteorological progressive service at the grass-roots level,and summarizes the existing problems:First,there is a gap between the existing progressive meteorological progressive service products and the diversified meteorological service needs of various service recipients;Secondly,the innovation capability of meteorological technology in grass-roots meteorological departments is insufficient,and the application of new meteorological technologies is slow.Based on the problem,brief suggestions are put forward:Grassroots meteorological departments should focus on building a team of meteorological technology talents,and establish and improve a sound system for cultivating me-teorological technology talents:Strengthen scientific research in various fields,and comprehensively improve the ap-plication ability of new meteorological technologies;Ffurther refine grassroots meteorological support services,and comprehensively promote high-quality development of meteorology.
