摘　　要：数字技术嵌入基层治理转型,是一种技术化约主义的运行逻辑。一方面,基层政府利用数字技术来解构社会治理,将其中的人与物转化为数字,把基层政府、街道、社区以及个人之间的网络化社会结构清晰地呈现出来;另一方面,项目制成为基层政府最常见的工作方式,基层政府通过数字化的考核方式实现对项目成果的验收和基层公务人员的监督。当然,由于数字技术的多样性和外溢性,基层需求的多变性和复杂性,两者互构下的基层治理的数字化转型可能导致技术的盲目崇拜和滥用,进而引发技术治理错配与低效。因此,技术化约异化下,形式化、分割化、垄断化和冷漠化等数字化转型问题日益凸显,其背后的制度设计、转型主体、转型过程及数字化监管都成为影响基层治理数字化转型的重要因素。应从顶层设计、能力培育、进程规划与监管强化等多维协同发力,有效破解基层治理数字化转型中技术与业务“试图接近却无法高效融合”的现实问题。The embedding of digital technology in the transformation of grassroots governance follows a logic of technological reductionism.On the one hand,grassroots governments leverage digital technology to deconstruct social governance,converting people and objects into digital form and clearly presenting the networked social structure among grassroots governments,sub-districts,communities,and individuals.On the other hand,the project-based system has become the most common working method for grassroots governments,which use digital assessment methods to verify project outcomes and supervise grassroots civil servants.However,due to the diversity and spillover effects of digital technology,as well as the variability and complexity of grassroots needs,the digital transformation of grassroots governance under the interplay of these two factors may lead to blind worship and misuse of technology,resulting in misplaced and inefficient technological governance.Consequently,issues related to digital transformation,such as formalization,fragmentation,monopolization,and indifference,have become increasingly prominent under technological reductionist alienation.The institutional design,transformation objectives,transformation process,and digital supervision behind these issues are all crucial factors influencing the digital transformation of grassroots governance.Efforts should be made from multiple dimensions,including top-down design,capacity building,process planning,and supervision enhancement,to effectively address the practical problem of technology and business in grassroots governance digital transformation"trying to converge but failing to integrate efficiently."
