数字经济政策与传统企业跨界数字创新

摘　　要：传统企业的跨界数字创新是推动数字技术广泛应用、实现数字与实体深度融合的重要微观基础,而数字经济政策则是引导和激励传统企业进行跨界数字创新的关键因素。本文聚焦地方政府数字经济政策的激励作用,从北大法宝数据库中识别出24078项潜在相关政策,并逐一进行精准人工筛选。同时,利用专利IPC信息,识别出上市公司77万余件数字专利,区分数字技术融合型专利与纯数字技术专利,从而创新性地研究数字经济政策对传统企业跨界数字创新的影响及其内在机制。研究发现,数字经济政策推动了传统企业的跨界数字创新,但对创新质量的提升并不显著,且这种促进效应主要体现在短期内。数字经济政策通过税收优惠、政府补贴等直接政策工具激励传统企业的跨界数字创新,但也存在策略性创新和套利行为的潜在风险。此外,数字经济政策还能通过促进数字企业的数字技术创新,并将其溢出扩散至传统行业,间接推动跨界创新。本文拓展了企业跨界数字创新的研究视角,为优化数字经济政策提供了实证依据,并为促进实体经济与数字经济深度融合提供了有益的政策启示。The integration between the real economy and the digital economy is essential for fostering new quality productive forces and advancing the modernization of China's industrial system.Cross-boundary digital innovation by traditional enterprises forms the foundation for the widespread application of digital technologies and the integration of digital and real economies.Moreover,digital economy policies play a vital role in guiding and incentivizing cross-boundary innovation.In recent years,the central government and local governments have introduced a series of policies that stimulate the digital industry,foster technological innovation,and drive the digital transformation of traditional enterprises.Despite prior studies on digital economy policies and enterprise digital innovation,a research gap remains.This study aims to evaluate the impact of these policies on cross-boundary digital innovation in traditional enterprises and explores the underlying mechanisms.This study focuses on the role of local governments'policies in incentivizing digital innovation.Using policy text data,patent data,and listed company data,it accurately identifies digital economic policies and listed companies'digital patents.Furthermore,it empirically examines the impact of digital economy policies on cross-boundary digital innovation in traditional enterprises.The empirical results show that digital economy policies significantly promote cross-boundary digital innovation in traditional enterprises,but the effect is largely short-term and does not enhance innovation quality.The mechanism analysis indicates that policies incentivize innovation through direct policy instruments,such as tax incentives and subsidies,and indirectly through knowledge spillovers from digital industries to traditional sectors.However,further analysis shows that policy effects mainly increase the quantity of digital patents rather than enhance the quality,limiting their positive impact on firm productivity and market competitiveness.This suggests that firms may eng
