县域社工机构的伦理实践——以苍县为例

摘　　要：技术取向的研究强调社会工作的专业性和自主权威,艺术取向的研究强调知识的流变性和反思性,以及社会工作在具体情境中呈现的“专业”。中国社会工作正处于从“本土化”到“本土自觉”的转型阶段,新阶段需要触及本土化更核心和更深入的部分。将“伦理实践”推向研究前台,关注实践中人背后的伦理精神,或许可以成为本土化路径中新的增长点。基于对苍县的田野实践,以县域内的社工机构及其行动者为研究对象,发现县域社工机构的伦理实践表征:关系性组织生态、属地化项目运作和在地化服务实践,以及这些实践表征背后的伦理精神编织过程。这些伦理实践精神逐渐结构化,继而反过来建构该生态,延续专业的某些特质,最终产生专业发展中的“扳道工”效应。This study explores the dual orientations of social work research.The technical approach emphasizes the professionalism and autonomous authority of social work,while the artistic approach highlights the fluidity of knowledge,reflexivity,and the context-specific manifestation of professionalism.As Chinese social work transitions from localization to a stage of local self-awareness,it is crucial to delve deeper into the core aspects of localization.Positioning“ethical practice”at the forefront of research,with an emphasis on the ethical spirit behind practitioners,may serve as a new point of growth in this process.Drawing on fieldwork conducted in Cang County,this study examines county-level social work organizations and their actors,revealing key manifestations of ethical practice:relational organizational ecology,localized project operations,and on-the-ground service delivery.Furthermore,it explores the structuring of the ethical spirit underlying these practices.As these ethical practices become institutionalized,they help shape the organizational ecology,preserving certain professional traits and generating a“switchman effect”that influences the trajectory of professional development.
