多元共治:数字技术赋能城市社区智治的探索——基于广州市旧南海县社区的案例分析

摘　　要：随着人工智能等数字技术的快速发展,我国城市社区面临治理模式滞后和治理效率低下的双重困境。社区智治模式通过整合先进的数字技术和智慧化管理手段,实现对社区事务的高效、精准治理,成为解决上述困境的有效路径。广州市旧南海县社区通过政府引导、市场助力与社会参与,构建了智慧安防、智慧消防及智慧医养体系,实现了老旧小区的智慧化转型。基于旧南海县社区智治的理念、机制和模式,文章构建了多元治理理论模型,并提出加强科技支撑、推动多元共治以及保障居民主导等实现社区智治的实践路径。With the rapid development of digital technologies such as artificial intelligence,urban communities in China are facing the dual dilemma of lagging governance model and low governance efficiency.The community’s“intelligent governance”model has become an effective way to solve these dilemmas by integrating advanced digital technology and intelligent management methods to achieve efficient and accurate governance of community affairs.Through government guidance,market assistance and social participation,the community of Jiunanhai County in Guangzhou has built a system of intelligent security,intelligent fire protection and intelligent medical care,and realized the intelligent transformation of old communities.Based on the concept,mechanism and mode of“intelligent governance”in the community of Jiunanhai County,this paper constructs a theoretical model of multi-governance,and puts forward that strengthening scientific and technological support,promoting multi-governance and ensuring residents’dominance are the practical paths to realize“intelligent governance”in the community.
