摘　　要：党对社会组织的领导是促进社会组织高质量发展的重要保障。新时代,党对社会组织的领导方式总体上由间接管理逐步转向直接党建引领,在治理模式上从分类管理转向全面领导,在建设路径上从监管培育优化到整合开发,在发展举措上从组织覆盖调整为融合治理。党对社会组织领导方式的变迁是宏观环境、制度要素、行为主体相互作用的结果。宏观环境为变迁提供驱动性动力,即国际、国内环境通过压力诱发机制加快党对社会组织领导转型;制度要素是变迁的结构性动力,即变量间的结构性关系变化引发党对社会组织领导的制度转变;行为主体是变迁的自主性动力,即党、政府以及社会组织等相关主体行为影响党对社会组织领导转变的内容走向。加强党对社会组织的全面领导,应构建内外联动防控体系,筑牢环境安全屏障;完善多元协同治理机制,优化制度运行效能;推进相关主体能力建设,形成齐抓共管格局。The Party’s leadership over social organizations is an important guarantee for promoting their high-quality development.In the new era,the Party’s leadership over social organizations has gradually shifted from indirect management to direct Party-building leadership,from classified management to comprehensive leadership,from supervision and cultivation to integration and development,and from organizational coverage to integrated governance.The change in the Party’s leadership over social organizations is the result of the interaction among the macro environment,institutional elements,and actors.The macro environment provides the driving force for this change,namely,the international and domestic environments accelerate the transformation of the Party’s leadership over social organizations through pressure-inducing mechanisms.Institutional elements are the structural drivers of change.In other words,changes in the structural relationships among variables trigger institutional transformations in the Party’s leadership over social organizations.Actors are the autonomous drivers of change,which means the actions of the ruling party,the government,and social organizations influence the direction of the transformation of the Party’s leadership over social organizations.Therefore,to strengthen the Party’s overall leadership over social organizations,we should build an integrated internal and external prevention and control system by improving the multi-collaborative governance mechanism and promoting the capacity building of relevant entities to form a coordinated pattern of co-management.
