乡村振兴战略下农村公共服务何以协同供给——基于全国84个典型案例的内容分析

摘　　要：增加公共服务供给是农村发展的重要保障,也是乡村振兴战略的关键内容。公共服务供给离不开各种要素的相互作用,本质上属于各要素协同的过程。运用内容分析法对获选“全国农村公共服务典型案例”的84个案例进行剖析,发现乡村振兴战略下农村公共服务协同供给的要素包括系统环境、驱动因素、结构搭建、制度保障、支撑要件、流程管理和价值生成。系统环境和驱动因素发挥强力推动作用,结构搭建保证农村公共服务供给主体的“一体多元”,制度保障、支撑要件和流程管理促成了运行过程。上述要素共同作用,可实现以服务和治理双重价值为结果的农村公共服务协同供给,推进乡村振兴战略的实施。Increasing the supply of public services is a crucial guarantee for rural development and a key component of the rural revitalization strategy.The provision of public services relies on the interaction of various elements,which is essentially a synergistic process.By employing content analysis to examine 84 cases selected as“National Rural Public Service Exemplary Cases”,this study identifies the key elements of collaborative public service provision in rural areas under the rural revitalization strategy,including the system environment,driving factors,structural construction,institutional guarantees,supporting requirements,process management,and value creation.The system environment and driving factors play a strong propelling role,while structural construction ensures the“integrated and diversified”nature of rural public service providers.Institutional guarantees,supporting requirements,and process management facilitate the operational process.The combined action of these elements can achieve collaborative public service provision in rural areas,resulting in both service delivery and governance values,thereby advancing the implementation of the rural revitalization strategy.
