社会治理共同体何以提升城市社区居家养老效能——基于鄂中J市S社区的案例研究

摘　　要：城市社区居家养老具有地域上贴近老年人群体、即时性满足老年人养老服务需求的综合优势,是符合当下我国国情的基础养老模式。根据鄂中J市S社区的调查,发现存在政府单方主导治理效能不显著,养老企业与政府协同合作不够,社会组织参与力度不足,家庭支撑作用不到位等问题。通过构建“社会治理共同体”的理论框架,建议推进“政府有的放矢养老—家庭基础养老—企业协同养老—社会组织共同参与养老”的城市社区居家养老模式,采取增强居家养老治理共同体制度保障、夯实治理共同体物质基础、增进治理共同体主体联合等措施,汇聚多主体合力构建社区居家养老治理共同体机制,丰富居家养老服务内容,切实提升城市社区居家养老治理成效。Urban community home-based elderly care,which is geographically close to the elderly population and can meet their needs for elderly care services instantaneously,is a basic pension model that fits China’s current national conditions.According to the investigation of Community S in J City,Hubei Province,several problems exist:the government’s unilateral governance effectiveness is not significant,cooperation is insufficient between elderly care enterprises and the government,participation of social organizations is inadequate,and family support is lacking.By constructing the theoretical framework of the social governance community,this study proposes an urban community home-based elderly care model that integrates“government-led elderly care,family-based elderly care,enterprise-coordinated elderly care,and social organization participation in elderly care.”It also suggests measures to strengthen the institutional guarantees of the home-based elderly care governance community,consolidate the material foundation of the governance community,and enhance the collaboration among governance community agents.Integrate multiple stakeholders to build a community-based governance mechanism for home-based elderly care,enrich the content of home-based care services,and effectively improve the governance effectiveness of home-based elderly care in urban communities.
