摘　　要：考察陆海经济新时代“一带一路”与中国内陆城市外交的内在关系,有助于后者在新发展阶段深化对外交往走深走实,并可为世界内陆城市外交提供中国经验。共建“一带一路”为作为城市外交前提基础的城市精神植入了“和谐共生”新理念导向,并从经济社会文化发展和国际化水平提升等中国内陆城市的自我利益、中国内陆城市所代表的中国特色大国外交国家利益和全球治理国际利益层面,为中国内陆城市外交提供了新动力。中国内陆城市应基于连通东亚经济圈与欧洲经济圈的区位优势制定城市外交新战略。即以蕴含融合内陆城市自身自古以来对外交往历程中形成的城市精神价值,并同“和谐共生”新理念于一体的新城市精神为灵魂,优化城市外交运行机制;以新动力为价值标准,统筹平衡自身城市目标、机会空间和资源约束,确立新战略目标;在开拓思想外交和公民外交等城市外交形态新类型基础上,灵活、综合运用多种城市外交形态,服务于切合自身的战略次序与方针。Researching the intrinsic relationship between the Belt and Road Initiative(BRI)and the diplomacy of China’s inland cities in the new era helps deepen and solidify foreign exchanges in these cities at the new stage of development,which also provides Chinese experience for the diplomacy of inland cities around the world.The BRI introduces a new concept of“harmonious coexistence”into the urban spirit that underpins city diplomacy.From the perspective of the economic,social,and cultural development,as well as the internationalization of China’s inland cities,it provides new momentum for city diplomacy.The momentum emerges from the self-interests of inland cities,the national interests of China’s distinctive foreign diplomacy,and the global governance interests they represent.Chinese inland cities should develop new diplomatic strategies based on geographic strengths of connecting the East Asian and European economic circles.This involves integrating the values of city spirit formed by their historical foreign exchanges,combined with the new concept of“harmonious coexistence”as the core of the diplomacy.They should optimize the operational mechanisms of city diplomacy,set new strategic goals by balancing urban objectives,opportunities,and resource constraints according to new momentum.Based on exploring new types of city diplomacy,such as thought diplomacy and citizen diplomacy,cities should flexibly and comprehensively apply various forms of city diplomacy to serve their own strategic priorities and guidelines.
