摘　　要：党的二十届三中全会指出,要“完善残疾人社会保障制度和关爱服务体系”,着力推动残疾人事业高质量发展,为新时代中国特色残疾人事业发展指明了方向。本文基于历史和现实逻辑系统梳理了新中国成立以来我国残疾人社会保障和关爱服务体系建设的历史脉络和发展特征,指出我国残疾人社会保障体系不断完善,形成了多层次的社会保障制度;残疾人关爱服务体系水平和质量不断提升,持续向强调民生权利、价值实现、社会融合的服务性福利升级,但同时新时代残疾人社会保障制度和关爱服务体系建设还面临复杂的残疾趋势和模式变动的现实需求、服务质量有待提升的现实不足。未来还应进一步加强理念创新,从树立新残疾观;完善残疾领域立法和制度建设;与中国式现代化相结合,探索残疾人口管理服务体系;建设科学现代化的残疾数智化体系;营造残疾友好、更加包容的社会环境等方面持续发力,促进新时代中国特色残疾人事业高质量发展。The third plenary session of the 2Oth Central Committee of the Communist Party of China emphasized the need to improve the social security system and caring service system for persons with disabilities,aiming to advance high-quality development of the cause of persons with disabilities,with a direction indicating the development of the cause of persons with disabilities with Chinese characteristics in the new era.This study systematically reviews the historical trajectory and developmental characteristics of China's social security system and caring service system for persons with disabilities from historical and realistic perspectives since the founding of the People's Republic of China.The findings highlight that the social security system for persons with disabilities has been continuously improved,which has evolved into a multi-layered social security structure.Additionally,the quality and level of the caring service system have steadily improved,continuously advancing towards a service-oriented welfare model emphasizing the livelihood rights of individuals,value realization,and social inclusion.However,challenges remain in the construction of the social security and caring service system for persons with disabilities in the new era,such as addressing the complex demands arising from evolving disability trends and models and enhancing service quality.Moving forward,efforts should focus on fostering conceptual innovation by adopting a new perspective on disability,improving disability-related legislative and institutional frameworks,integrating with China's modernization strategies to explore population management and service systems for persons with disabilities,developing a scientifically advanced digital smart framework for disability data,and creating a more inclusive and disability-friendly social environment,so as to promote the high-quality development of the cause of persons with disabilities with Chinese characteristics in the new era.
