山东解放区建立健全支前民工生活保障机制探析

摘　　要：解放战争时期,在中国共产党的领导下,山东解放区广大人民踊跃参与支前工作,为解放战争的胜利作出了独特贡献。战争期间,为了有效整合资源,提高民工积极性并保障其权益,山东解放区对支前民工的生活保障实施了一套独具特色的机制。在经济层面,该制度旨在通过优化资源配置,有效节约财政开支,确保战争支持的可持续性。在思想层面,该制度秉承了以人民为中心的理念,体现了对民工权益的深切关怀。在组织层面,该制度通过调动民工的积极性,提升了整体支前工作的效率和质量。制度的主要内容聚焦于物资供应、医疗抚恤和精神保障三个方面,确保了民工在参与战争支援过程中的基本生活需求和健康保障。这一制度的实施,不仅切实保障了民工的权益,筑牢了支前队伍的基石,还进一步加深了军民之间的情感联系,展现了军民之间深厚的鱼水之情。同时,它也稳定了后方秩序,为战争的胜利提供了坚实的保障。山东解放区的支前民工生活保障机制在中国革命历史上具有重要意义,充分凸显了人民底色,是中国共产党民心所向的关键所在。During the War of Liberation,under the leadership of the CPC,the people in the liberated areas of Shandong Province enthusiastically participated in the work of supporting the front,making unique contributions to the victory of the War of Liberation.During the war,in order to effectively integrate resources,improve the enthusiasm of migrant workers,and protect their rights and interests,the Shandong Liberated Area implemented a unique mechanism for the living security of the migrant workers who supported the front.At the economic level,the system aims to optimize resource allocation,effectively save fiscal expenditure,and ensure the sustainability of war support.At the ideological level,it upholds the people-centered concept and embodies deep concern for the rights and interests of migrant workers.At the organizational level,the system has improved the efficiency and quality of the overall support work by mobilizing the enthusiasm of migrant workers.The main content of the system focuses on three aspects:material supply,medical care and pensions,and spiritual security,ensuring the basic living needs and health security of migrant workers during their participation in war support.The implementation of this system not only effectively protects the rights and interests of migrant workers and strengthens the foundation of the front-line support team,but also further deepens the emotional connection between the military and the people,showing the profound relationship between the military and the people.At the same time,it also stabilized the order in the rear and provided a solid guarantee for the victory of the war.The living security mechanism for the former civilian workers in the Shandong Liberated Area is of great significance in the history of the Chinese revolution,fully highlighting the people’s background and the key to the popularity of the Communist Party of China.
