网上政务服务赋能小微企业经营绩效:事实考察与机理分析

摘　　要：利用中国小微企业调查数据的微观企业数据,考察网上政务服务对小微企业经营绩效的影响。研究结果表明,网上政务服务提升有助于提高小微企业绩效,且主要通过在线服务的交互性发挥正向作用,在经过一系列稳健性检验后,结论依然成立。进一步的机制分析发现,网上政务服务赋能小微企业的传导路径主要是通过减少企业的社会资本投资、降低无需贷款小微企业的融资约束发挥作用,且对更为重视宣传的小微企业来说赋能更为明显。The impact of online government services on the business performance of micro and small enterprises is examined using micro enterprise data from the China Micro and Small Enterprises Survey.The findings indicate that online government service enhancement helps to improve the performance of micro and small enterprises and plays a positive role mainly through the interactivity of online services,and the conclusion still holds after a series of robustness tests.Further mechanism analysis reveals that the transmission path of online government services empowering micro and small enterprises mainly works through reducing social capital investment of enterprises and lowering the financing constraints of micro and small enterprises that do not need loans,and the empowerment is more obvious for micro and small enterprises that pay more attention to publicity.
