摘　　要：改革开放以来,中国共产党领导中国特色社会主义民主政治建设蕴含“沿循法治轨道是发展全过程人民民主的必然选择”的内在逻辑,作为人民民主发展范式的全过程人民民主,则是在人民民主基础上逐渐演进的最新形态的发展范式,是全链条、全方位、全覆盖的民主,是最广泛、最真实、最管用的社会主义民主。新时代在法治轨道上发展全过程人民民主,必须坚持群众路线的制胜法宝,坚持党的领导、人民当家作主、依法治国有机统一的政治保障,健全人民当家作主的制度体系,注重全过程人民民主的法治载体。Since reform and opening up,the Communist Party of China has led the construction of socialist democracy with Chinese characteristics to contain the internal logic that“following the rule of law is the inevitable choice for the development of people's democracy in the whole process”.As the development paradigm of people's democracy,the whole-process people's democracy is the latest development paradigm gradually evolving on the basis of people's democracy,and it is a whole-chain,all-directional and all-covering democracy.It is the broadest,truest and most effective socialist democracy.To develop people's democracy in the whole process on the rule of law track in the new era,we must adhere to the mass line as a magic weapon for victory,uphold the political guarantee of the organic unity of Party leadership,the people's running of the country,and the rule of law,improve the institutional system for the people's running of the country,and pay attention to the rule of law carrier for the whole process of people's democracy.
