网络基础设施建设与区域高质量协调发展——来自“宽带中国”战略的经验证据

摘　　要：数字经济时代给区域协调发展创造了契机。本文通过构建区域高质量协调发展程度综合评价指标体系,测算2011—2022年我国城市层面区域高质量协调发展程度,并借助“宽带中国”战略构造多期双重差分模型,以探究网络基础设施建设对区域高质量协调发展的影响。研究发现,网络基础设施建设显著推动了我国区域高质量协调发展,该推动作用主要体现在中部地区。机制分析发现,网络基础设施建设主要通过吸引人力资源的流入、提高地区创新能力、强化当地创新资源禀赋、提高城市数字普惠金融水平作用于区域高质量协调发展。基于民生保障视角的研究发现,网络基础设施建设可以通过提高基本公共服务水平来促进区域高质量协调发展,该作用具有地区异质性。本研究对进一步推动我国区域高质量协调发展具有积极的启示作用。The digital economy era has created opportunities for regional coordinated development.This article constructs a comprehensive evaluation index system for the level of regional high-quality coordinated development,calculates the level of regional high-quality coordinated development at the urban level in China from 2011 to 2022,and constructs a multi-stage double difference model with the help of the"Broadband China"strategy to explore the impact of network infrastructure construction on regional high-quality coordinated development.It is found that the construction of network infrastructure has significantly promoted high-quality and coordinated regional development in China,with this driving effect mainly reflected in the central region.Mechanism analysis reveals that the construction of network infrastructure mainly affects regional high-quality coordinated development by attracting the inflow of human resources,enhancing regional innovation capabilities,strengthening local innovation resource endowments,and improving the level of urban digital inclusive finance.Based on the perspective of people's livelihood security,it is found that the construction of network infrastructure can promote high-quality and coordinated regional development by improving the level of basic public services,which has regional heterogeneity.This study has positive implications for further promoting high-quality and coordinated regional development in China.
