摘　　要：就业是最基本的民生,事关人民群众切身利益,事关经济社会健康发展,事关国家长治久安。近年来,广西壮族自治区财政厅认真贯彻落实中央、自治区关于坚持就业优先战略的决策部署,推动积极财政政策发力支持农民工就业。调研发现,当前广西支持农民工就业的财政政策面临扩大就业资金规模有难度、职业技能培训资金效用待提升、撬动社会资金不足、资金质效管理有待加强、基层治理农民工欠薪压力大等问题。基于上述分析,本文提出把稳就业提高到战略高度通盘考虑,积极的财政政策适度加力、提质增效支持农民工就业,着力构建“六位一体”的政策合力,持续确保广西农民工就业总体稳定。Employment is the most basic livelihood of the people,and is important for the immediate interests of the people,the healthy development of the economy and society,and the long-term stability of the country.In recent years,financial departments of Guangxi have conscientiously implemented the employment priority strategy of decisions and deployments made by the central government and autonomous regions,and adopt positive fiscal policies to support the employment of rural migrant workers to stabilize the overall situation.The research finds that the current fiscal policies to support the employment of migrant workers in Guangxi are faced with issues such as difficulties in expanding the scale of employment funds,the need to enhance the effectiveness of vocational skills training funds,insufficient leveraging of social funds,the necessity to strengthen the management of the quality and efficiency of funds,and the significant pressure in grassroots management of the unpaid wages of rural migrant workers.This paper suggests that we should raise stable employment to the strategic height of the overall consideration,moderately strengthen the positive financial policy,improve the quality and efficiency in supporting the employment of rural migrant workers,and strive to build the"six-in-one"policy synergy,continue to ensure the overall stability of employment of rural migrant workers in Guangxi.
