摘  要:高校科技成果转化政策是我国在新发展格局下提升科技创新能力,实现高水平科技自立自强的重要政策。高校科技成果转化政策议程的开启与推进受多方面影响,多源流理论作为解释政策过程的有效工具,为高校科技成果转化议程设置提供了清晰的分析视角。研究发现:政府部门在决策过程中展现出的行为倾向、专家学者基于深厚研究基础提出的宝贵建议,以及高校在科技成果转化过程中积累的丰富经验共同构成了推动政策制定的力量;此外,党和国家对高校科技成果转化工作的高度重视以及社会公众对于科技进步和创新发展的热切期待,共同构成了推动政策制定的外部动力。在三大源流的相互作用下,政策之窗得以开启。The policy on the transformation of scientific and technological achievements in higher education institutions is an important policy for China to enhance its capacity for scientific and technological innovation and achieve high-level self-reliance and self-strengthening in science and technology under the new development pattern.The initiation and advancement of the policy agenda on the transformation of scientific and technological achievements in higher education institutions are influenced by multiple factors.The Multiple Streams Theory,as an effective tool for explaining the policy process,provides a clear analytical perspective for the agenda-setting of the transformation of scientific and technological achievements in higher education institutions.Research findings indicate that the behavioral tendencies exhibited by government departments in the decision-making process,the valuable suggestions put forward by experts and scholars based on their in-depth research,and the rich experience accumulated by higher education institutions in the process of transforming scientific and technological achievements collectively constitute the driving force for policy formulation.In addition,the high emphasis placed by the Party and the government on the transformation of scientific and technological achievements in higher education institutions,as well as the public's eager anticipation for scientific and technological progress and innovative development,together form the external impetus for policy formulation.Under the interactive influence of the three streams,the policy window is opened.
