摘　　要：我国宪法虽然规定了全国人大及其常委会行使监督宪法实施的职权和县级以上地方各级人大及其常务委员会保证宪法实施的职权,但是这些重要职权的行使情况并没有被全面纳入人大常委会的工作报告制度。党的二十届三中全会提出健全保证宪法全面实施制度体系、建立宪法实施情况报告制度的改革部署,适应中国式现代化的时代需要,符合新时代宪法实施理论创新的发展要求,具有实践创新的基础。在开展建立宪法实施情况报告制度的立法活动时,应当严格依照宪法及相关法,科学合理地规定报告主体、报告对象、报告内容、报告方式、报告审议等重点事项。Although China's constitution stipulates that the National People's Congress and its Standing Committee exercise the authority to supervise the implementation of the constitution and the local people's congresses and their standing committees at and above the county level to ensure the implementation of the constitution,the exercise situation of these important functions and powers has not been fully incorporated into the work report system of the Standing Committee of the National People's Congress.The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed reforms to improve the institutional framework for ensuring the full implementation of the Constitution and establish the reporting system on the implementation of the constitution,which adapt to the needs of Chinese modernization era,aligns with the theoretical innovations regarding constitutional implementation in the new era,and grounded in practical innovation.When carrying out legislative activities to establish a report system on the implementation of the constitution,we should scientifically and reasonably stipulate the main body of the report,object of the report,content of the report,method of the report,review of reports in strict accordance with the constitution and relevant laws.
