全媒体时代政府网络舆情应对路径研究

摘　　要：全媒体时代,政府网络舆情的应对水平事关突发事件风险的防范化解,是衡量政府社会治理能力的重要标志。当前,网络舆情呈现来源复杂多样、传播速度迅猛、群体圈层化、突发爆发性强等特点,同时政府在应对处置方面存在“四种冲突”,即管理型应对治理模式与网络舆情主体多元化的冲突,网络舆情应对三同步原则与网络平台私属性的冲突,单一化舆情应对方式手段与网民多元价值观的冲突,应急性舆情应对措施与网络生态可持续发展的冲突。对此,应从政府网络舆情应对的治理模式、理论根基、方式手段及法治化应对措施等方面优化应对路径,为推进政府网络舆情应对实践改革、提升政府网络舆情应对能力提供参考。In the omni-media era,the government’s ability to respond to online public opinion is crucial for preventing and resolving risks associated with emergencies,serving as a significant indicator of its social governance capabilities.Currently,online public opinion has the following characteristics:complex and diverse sources,rapid dissemination,group stratification,and strong sudden outbreaks.At the same time,the government faces“four conflicts”in its response and management:the conflict between the management-oriented response model and the diversification of online public opinion subjects,the conflict between the“three synchronizations”principle in the online public opinion response and the private nature of online platforms,the conflict between the singular approach to public opinion response and the diverse values of the netizen,and the conflict between the emergency response measures and the sustainable development of the online ecosystem.In this regard,it is necessary to propose the optimized path in terms of the governance model,theoretical foundation,methods,and legalized measures for the government’s response to online public opinion.This will provide a reference for advancing the reform of the government’s response practices and enhancing the government’s ability to respond to online public opinion.
