摘　　要：[目的/意义]为解决国有油气田企业专利布局由“数量扩张”向“质量提升”转型过程中的战略优化问题,探索适应企业技术发展的高价值专利布局模式,推动科技创新成果的有效保护和价值转化。[方法/过程]通过系统调研国内外企业专利布局方法,结合企业技术现状与专利结构特征,以技术谱系为顶层设计框架,构建基于技术发展规律的高质量专利布局模型,创新提出包含技术评估、谱系构建、布局规划、申报组合设计及动态优化的五步实施路径。[结果/结论 ]形成的技术谱系驱动型专利布局方法,可为企业建立兼顾技术现状与发展需求的知识产权保护体系,通过专利申报组合策略实现现有技术深度挖掘与前瞻技术预先保护,为行业技术创新提供可复制的专利布局解决方案。[Purpose/Significance]To address the strategic optimization challenges in transforming state-owned oil and gas field enterprises from“quantity expansion”to“quality enhancement”in patent layout,this study explores a high-value patent deployment model aligned with enterprise technological development,aiming to promote effective protection and value transformation of technological innovations.[Method/Process]Through systematic research on domestic and international patent layout methodologies,combined with analyses of the enterprise’s technological status and patent structure characteristics,a quality-oriented patent layout model is constructed based on technology development patterns using technology genealogy as the top-level design framework.An innovative five-step implementation pathway is proposed,encompassing technology evaluation,genealogy construction,layout planning,patent application portfolio design,and dynamic optimization.[Result/Conclusion]The developed technology genealogy-driven patent layout method enables enterprises to establish an intellectual property protection system that balances current technological capabilities and future development needs.Through patent application portfolio strategies,both in-depth exploitation of existing technologies and proactive protection of emerging technologies can be achieved,providing replicable patent layout solutions for technological innovation across the industry.
