中国数据要素政策主题热点与演进态势分析

摘　　要：以2015—2023年间的数据要素政策为样本,采用政策文献量化研究、分时间段LDA主题语义演化分析、基于突发检测的政策热点和前沿分析等方法,对数据要素政策主题布局、热点及演进脉络进行分析。研究发现,数据要素政策主要围绕数字经济发展和高质量发展展开;目前,政策关注的重点是体系、机制、标准建设等总体规划及布局;现阶段的重要应用领域是公共服务数字化、政务数字化;未来需结合数据要素市场发展、数据要素价值开展相关理论研究;基于不断涌现的新的数据领域,加强政策的适应性设计;在差异化设计、分场景数据要素应用推进过程中,加强政策中多主体、多区域、多领域协同机制建设和研究;加强有关“数据+技术+运营”复合型人才建设、培养、激励政策的制定等。Using data element policies from 2015 to 2023 as samples,this paper employs methods such as quantitative policy document analysis,temporal LDA topic semantic evolution analysis,and policy hotspots and frontier analysis based on burst detection to analyze the theme layout,hotspots,and evolutionary trend of data element policies.The results show that data element policies primarily focus on digital economy development and high-quality economic growth.The current emphasis is on the overall planning and layout of the construction of systems,mechanisms,and standards.The important application areas at this stage are the digitalization of public services and government administration.In the future,theoretical research should be carried out in combination with the development of the data element market and the value of data elements.It is also necessary to enhance the adaptability of policies in response to emerging data domains,strengthen the coordinated mechanism construction and research involving multiple subjects,regions,and sectors in the differentiated design and scenario-specific application of data elements,and reinforce the formulation of policies for the development,training,and incentivization of composite talents proficient in“data+technology+operations”.
