摘　　要：近年来,我国自愿戒毒机构在复杂的禁毒形势下,面临吸毒人数减少与政策支持欠缺的双重挑战,发展陷入困境。本文深入剖析当前自愿戒毒机构存在的机构缩减、政策短板、人才流失及科学研究不足等关键问题,系统总结湖南在吸毒人员戒治管理方面的创新性实践及经验,从政策、机构、科技、人才、社会等多维度探讨我国自愿戒毒机构的可持续发展路径,助力国家禁毒战略目标的实现。In recent years,under the complex anti-drug situation in China,voluntary drug rehabilitation institutions have been faced with the dual challenges of a decreasing number of drug addicts and a lack of policy support,thus falling into a difficult situation in their development.This paper deeply analyzes the key issues currently existing in voluntary drug rehabilitation institutions,such as institutional downsizing,policy shortcomings,brain drain and insufficient scientific research.It systematically summarizes the innovative practices and experiences of Hunan in the management of drug addicts'treatment and rehabilitation.From multiple dimensions including policies,institutions,science and technology,talents and society,the sustainable development of China's voluntary drug rehabilitation institutions is explored so as to contribute to the achievement of the national anti-drug strategic goals.
