文化生活圈视角下县域公共文化服务体系优化策略研究

摘　　要：以划分文化生活圈的方式普惠公共文化服务是近年来各地文化建设的重要举措,它不仅有助于实现城乡公共文化的均衡发展、满足基层群众多样化的文化需求,还能推动各类文化设施实现功能多元整合,为县域公共文化搭建发展平台。为进一步审视文化生活圈打造过程中县域公共文化服务的基本状况,该文以浙江省“15分钟品质文化生活圈”为切入点,以苍南县建设情况为研究对象开展调查研究,发现在其升级过程中既有亮点,也有不足,存在包括文化阵地效能发挥不充分、文化活动质量有待提高、文化服务运营有待加强等问题。基于此,该文提出要强宣传、重反馈,增强群众参与感;高标准、精准化,打造公共文化精品;强支撑、多元化,激活全民共建运营相关优化策略。Dividing cultural living circles to inclusively promote public cultural services is an important initiative in recent years for cultural development in various regions.This approach not only aids in achieving balanced development between urban and rural public culture and satisfies the diversified cultural needs of local residents but also drives the multi-functional integration of various cultural facilities,establishing a development platform for county-level public culture.To further review the basic situation of county-level public cultural services during the creation of cultural living circles,this paper takes the"15-Minute Quality Cultural Living Circle"in Zhejiang Province as a case study,focusing on the construction status of Cangnan County as the research subject.The study reveals that while there have been notable achievements in its upgrade process,there are also deficiencies,including inadequate utilization efficiency of cultural venues,the need for improved quality of cultural activities,and the necessity for strengthened operations of cultural services.Based on this,the paper suggests enhancing promotion and emphasizing feedback to increase public participation;setting high standards and precision to build quality public cultural programs;and providing strong support and diversification to invigorate nationwide co-construction and operation.
