新疆农村劳动力转移对农业现代化的影响

摘　　要：农村劳动力转移可能通过倒逼要素替代、促进农业生产方式转型、改变“二元”等途径促进农业现代化,但也有可能因为选择性转移弱化农业人力资本,从而阻碍农业现代化进程。该研究以新疆为例,根据相关数据,运用回归分析的方法,研究了劳动力转移对农业现代化的影响。结果表明:新疆劳动力转移对农业现代化有促进作用,从而提出了普及国家通用语言,增强转移就业能力;加强职业技能培训,提高就业适应能力;发展劳动密集型产业,创造就业机会;提高农民务工收入,提高转移就业意愿的建议。The transfer of rural labor force may promote agricultural modernization by forcing the substitution of factors,promoting the transfor-mation of agricultural production mode,and changing the“dual”,but it may also weaken agricultural human capital because of the selective transfer,thus hindering the process of agricultural modernization.Taking Xinjiang as an example,this paper studies the influence of labor transfer on agricultural modernization by using the method of regression analysis.The results show that the labor transfer in Xinjiang promotes agricultural modernization,therefore,several suggestions are proposed:popularizing the national common language,strengthening vocational skills training,developing labor-intensive industries,increasing farmers’income for migrant work.
