摘 要:依托石家庄市城市水系智慧管控平台建设项目,提出了一套集数字化、智能化、精细化管理于一体的城市水系管理新模式。首先介绍了智慧管控平台的总体架构,给出了总体技术架构、网络拓扑结构和数据库结构。其次通过构建“物联感知,闸坝自控和仿真模拟”三个板块,开发了“B/S端+M/S端”的双端联合应用智慧平台。最终,通过智慧管控平台实现水系业务日常管理精细化、水系风险预警预报、防汛应急指挥决策辅助、河道水系智慧调度。结果表明,智慧管控平台应用效果良好,排水设施年度运营成本约降低了30%,河道水资源年度利用效益约提升了20%。该智慧管控平台的设计及应用经验,可以为水务企业开展数字化转型研究提供平台参考和案例借鉴。Based on the construction project of the Shijiazhuang urban water system smart management and control platform,this paper proposes a new urban water system management mode integrating digital,intelligent,and refine management.Firstly,the overall architecture of the smart management and control platform is introduced,and the overall technical architecture,network topology structure,and database structure are given.Secondly,through the construction of IoT perception,dam control and simulation,the development of B/S terminal+M/S terminal dual-terminal joint application smart platform.Finally,through the smart management and control platform,the daily management of the water system business is refined,the risk warning and forecast of the water system,the auxiliary decision-making of flod control and emergency command,and the intelligent scheduling of the river system.The results show that the application effect of the smart management and control platform is good,the annual operating cost of drainage facilities is reduced by about 30%,and the yearly utilization efficiency of river water resources is increased by about 20%.The design and application experience of the smart management and control platform can provide platform references and case references for water enterprises to carry out digital transformation research.
