数字政府何以优化营商环境?——政商关系视角下的影响机制与空间效应

摘　　要：营商环境何以优化是高质量发展背景下亟待解决的政府治理问题,而建设数字政府是优化营商环境的重要途径之一。基于2017—2021年我国31个省级面板数据,分析数字政府如何优化营商环境,并探索其空间溢出效应。研究发现:数字政府显著优化营商环境,并在一系列稳健性检验后仍然可靠。机制分析发现:数字政府通过增强政“亲”“清”政商关系优化地区营商环境。异质性分析发现:我国南北区域数字治理优化营商环境的差异性并不显著,而不同政策试点区的优化效果具有显著差异。进一步空间计量分析发现,数字政府优化营商环境存在显著的溢出效应。研究为进一步探讨数字时代政府如何优化营商环境,构建“有为政府”和“有效市场”提供了理论参考。Optimizing the business environment is a pressing governance issue that needs to be addressed in the context of high-quality development.Building a digital government is one of the key approaches to achieving this optimization.Based on the panel data of 31 provinces in China from 2017 to 2021,this paper analyzed how the digital government optimizes the business environment and explored its spatial spillover effect.The results show that digital government significantly optimizes the business environment and remains reliable after a series of robustness tests.Mechanism analysis shows that the digital government optimizes the regional business environment by strengthening the relationship between government and business.The heterogeneity analysis shows that there is no significant difference in the optimization of the business environment of digital governance in the north and south of China,while there are significant differences in the optimization effect of different policy pilot areas.Further spatial econometric analysis shows that there is a significant spillover effect of digital government in optimizing the business environment.This study provides theoretical insights for further exploring how governments can optimize the business environment in the digital era and for building a“capable government”and an“efficient market”.
