社区社会组织助推基层社会治理共同体建设策略研究

摘　　要：社区社会组织是基层社会治理的重要主体之一。在基层社会治理共同体建设中,社区社会组织增加了制度供给、增强了共同体意识、培育了社会资本,并推动了基层社会治理主体的集体行动。社区社会组织作用的发挥受到自身发展水平及所处环境的影响,目前阶段社区社会组织因为独立性不够、专业性欠缺、公信力不足以及多元主体协同机制不健全等原因未能充分地发挥作用。为进一步发挥社区社会组织在基层社会治理共同体建设中的作用,应强化党建引领以确保社区社会组织发展的方向,协调政社关系以保障社区社会组织的独立性,全方位赋能以增强社区社会组织的专业能力,优化内部治理以提升社区社会组织的公信力,健全多元主体协同机制以提高集体行动的效能。Community social organizations are one of the important entities in grassroots social governance,and in the construction of grassroots social governance community,they have increased institutional supply,enhanced community awareness,cultivated social capital,and promoted collective action of grassroots social governance entities.The role of community social organizations is influenced by their own level of development and the environment they are in.At present,community social organizations have not been able to fully play their role due to insufficient independence,lack of professionalism,lack of credibility,and inadequate mechanisms for multi-party collaboration.To further leverage the role of community social organizations in the construction of grassroots social governance community,it is necessary to strengthen the guidance of the CPC building to ensure the direction of community social organization development,coordinate political and social relations to safeguard the independence of community social organizations,empower them comprehensively to enhance their professional capabilities,optimize internal governance to enhance the credibility of community social organizations,and establish a sound collaborative mechanism among multiple stakeholders to enhance the effectiveness of collective action.
