摘 要:基于传统LEC法,从人员伤亡情况、直接经济损失情况、造成的工期延误情况、运营情况和社会存在的负面评价情况5个方面对事故后果C值进行改进,构建事故后果权重体系,得到改进后的LEC法公式。以深圳市滨河水质净化厂提标扩建工程项目为例,分析项目建造重难点,分别采用传统LEC法和改进LEC对八大危险源进行科学评估,总目标完成率从原来的Ⅲ级风险经改进后升级为Ⅰ类风险。对各类危险源提出合理可靠的管控措施,研究结果可为大型污水处理厂改扩建工程风险管控提供科学依据。The traditional LEC method is enhanced by refining the accident consequence C-value through five factors:personnel casualties,direct economic losses,construction delays,operational performance,and negative social evaluations.An accident consequence weighting system is developed,resulting in an improved LEC formula.Using the Shenzhen Binhe Water Quality Purification Plant upgrading and expansion project as an example,construction challenges are analyzed,and eight major hazard sources are scientifically evaluated with both the traditional and improved LEC methods.The project risk level improves from Level III to Category I after applying the improvements.Practical control measures for various hazard sources are proposed,offering a scientific basis for risk management in large-scale sewage treatment plant reconstruction and expansion projects.
