香港职业训练局产教融合组织形态及其经验借鉴

摘　　要：创办于1982年的香港职业训练局是我国香港地区最具规模的职业教育与培训管理机构,它培育了大批技术技能人才服务香港地区产业发展。香港职业训练局产教融合组织架构涵盖理事会、行业训练委员会、职业教育培训机构三部分,其在管理、产教合作、人才培养、国际合作等诸多领域,构建起一套适合产教融合发展的运行机制,呈现出服务产业发展、实施开放性治理、注重基础技术技能教育等显著特征。香港职业训练局对内地职业教育产教融合发展具有四点启示:制定深化产教融合的法律规章制度、组建符合时代发展的产教融合管理机构、基于区域产业需求建设专业与课程体系、积极开展产教融合的国际交流与合作。The Vocational Training Council,founded in 1982,is the largest vocational education and training management organization in Hong Kong,China.It has cultivated a large number of technical and skilled talents to serve the development of Hong Kong’s industries.The organizational structure of the Vocational Training Bureau for the integration of industry and education includes three parts:the Council,the Industry Training Committee and the Vocational Education and Training Institutions.It has established a set of operational mechanisms suitable for the development of industry education integration in management,industry education cooperation,talent cultivation,international cooperation,etc.,reflecting the characteristics of service industry development,open governance and education that focuses on the technical skills of frontline production.The Vocational Training Council has four inspirations for the integration of production and education in vocational education in China's Mainland:formulating laws and regulations to deepen the integration of industry and education,establishing integration management institutions between industry and education that are in line with the development of the times,constructing professional and curriculum systems based on regional industrial needs and actively carrying out the international exchanges and cooperation in the integration of industry education.
