摘　　要：党内法规制度建设重心的转变以及党内法规治理效能鲜明的实践属性等,都对已有的理论分析框架提出了挑战,因而需要一种新的党内法规治理效能转化的分析框架。静态与动态相结合的双重分析框架,是在遵循直接相关、实践导向和系统性三个原则,结合现有研究成果和相关治理实践基础上构建而成。其中,静态分析框架由文本、主体和机制三个要素构成,文本是治理效能转化的渊源,主体是治理效能转化的纽带,而机制则是治理效能转化的依托。动态分析框架包括嵌入、转化和评估三个要素,嵌入是治理效能转化的前提,转化用来描述治理效能所呈现的样态,而评估则是确认治理效能转化情况的科学机制。这一静态与动态相结合的双重分析框架有着强烈的实践关怀与治理面向,在为党内法规治理效能转化提供较为可行的分析工具的同时,也需要接受实践的检验并在治理实践中不断改进。The shift in the focus of the construction of intraparty rules and regulations system and the distinct practical attributes of the governance efficiency of intraparty rules and regulations pose challenges to the existing theoretical analytical framework.Therefore,a new analytical framework for the transformation of the governance efficiency of intraparty rules and regulations is needed.The dual analytical framework combining static and dynamic aspects is constructed based on the three principles of direct relevance,practical orientation,and systematicness,as well as the integration of existing research achievements and relevant governance practices.The static analytical framework consists of three elements:text,subject,and mechanism.The text serves as the source of the transformation of governance efficiency,the subject is the link for the transformation of governance efficiency,and the mechanism is the support for the transformation of governance efficiency.The dynamic analytical framework includes three elements:embedding,transformation,and evaluation.Embedding is the prerequisite for the transformation of governance efficiency,transformation is used to describe the state presented by governance efficiency,and evaluation is a scientific mechanism for confirming the transformation of governance efficiency.This dual analytical framework combining static and dynamic aspects has a strong practical concern and governance orientation.While providing a relatively feasible analytical tool for the transformation of the governance efficiency of intraparty rules and regulations,it also needs to be tested by practice and continuously improved in governance practice.
