基本公共服务均等化对收入流动性的影响研究──基于人力资本投资视角

摘　　要：基本公共服务均等化通过保障公民的权利与机会平等,提升低收入群体的可行能力,将为中国优化收入分配格局提供可行路径。本文在构建中国省域基本公共服务均等化水平指标的基础上,利用2016与2018年中国家庭追踪调查数据建立有序Logit模型,实证检验了基本公共服务均等化与居民收入流动性的关系。研究发现:第一,基本公共服务均等化显著促进了居民家庭收入水平的向上流动,该结论通过了一系列稳健性检验;第二,基本公共服务均等化对家庭教育支出和教育重视程度提供了激励,人力资本的积累提高了居民家庭收入向上流动的可能性;第三,基本公共服务均等化缩小了收入流动的城乡差异,但在区际层面,东部地区的改善作用更为显著。本文为进一步完善公共服务体系建设、扎实推进共同富裕提供了政策参考。Equalization of basic public services will provide a feasible path for China to optimize the pattern of income distribution by guaranteeing citizens'equal rights and opportunities and enhancing the viability of low-income groups.On the basis of constructing an indicator of the level of basic public services equalization in Chinese provinces,this paper uses the 2016-2018 China Family Panel Studies data to establish an ordered Logit model and empirically tests the connection between the equalization of basic public services and income mobility.The results show that:First,basic public services equalization significantly promotes the upward mobility of household income level,and this conclusion passes a series of robustness tests;Second,equalization of basic public services provides incentives for the amount of family education expenditure and the emphasis on education,and the accumulation of human capital increases the possibility of upward mobility of household income;Third,equalization of basic public services narrows the urban-rural differences of income mobility,but at the inter-district level,the improvement effect is more significant in the eastern region.This paper provides policy references for further improving the construction of the public services system and solidly promoting common prosperity.
