全球发展倡议视阈下的中国—东盟气候适应治理合作研究

摘　　要：中国和东盟诸国都是易受气候负面影响的国家,在气候适应领域缺乏治理经验,促使双方共同探索气候适应治理路径。中国作为全球治理的参与者、推动者和“负责任的发展中大国”,全球发展倡议已成为中国深化与东盟气候适应治理合作的新纽带,二者在寻求“气候适应正义”、强化“适应战略和机制”对接及弥合“适应差距”存在高度契合性。当前中国和东盟的气候适应治理合作融入自然生态和经济社会系统维度中,又不可避免地面临适应治理层级、政策协调、适应投融资及地缘政治相互作用的难题。中国和东盟应联合加强气候适应政策协调与框架对接、积极寻求气候适应资金支持、有效平衡适应治理与发展的关系、积极管控气候适应治理的地缘政治,从而有序拓展和提升气候适应治理合作能力。Both China and ASEAN are vulnerable to the negative impacts of climate change and lack governance experience in climate adaptation,prompting them to jointly explore adaptation governance pathways.As a key player and promoter in global governance,China offers Global Development Initiative to be a new platform to deepen climate adaptation cooperation with ASEAN.The two sides are highly aligned in pursuing climate adaptation justice,strengthening the alignment of adaptation strategies and mechanisms,and bridging the adaptation gap.Currently,their cooperation in climate adaptation governance integrates ecological and socioeconomic dimensions,while facing challenges related to governance levels,policy coordination,adaptation financing,and geopolitical interactions.China and ASEAN should strengthen policy coordination,seek adaptation funding,balance adaptation governance with development,and manage geopolitical aspects effectively to expand and enhance their cooperation in climate adaptation governance.
