改革开放以来人民政协界别的历史演变与经验启示

摘　　要：改革开放以来,人民政协界别经历了一系列的历史性演变,具体表现为界别数量的变化和界别名称的变更,呈现出党派界别保持高度稳定、团体与职业界别变化频繁和具体时期变化频率不一的演变特点。这种演变源自政治吸纳与社会参与的双重诉求、人民政协理论与实践的飞速发展,以及政协和国家现代化发展的共同要求。在界别演变进程中,人民政协形成了坚持党的领导与人民意志相统一、坚持继承性与创新性相统一、坚持理论与实践相统一的宝贵经验。立足过往经验,做好新征程上的人民政协界别优化工作需要服从服务于各个时期党和国家的工作要求、适应好社会发展所引起的社会阶层的变化,并充分调动好一切有利于现代化建设的积极因素。Since the initiation of reform and opening-up policies,the compositional sectors of the Chinese People’s Political Consultative Conference(CPPCC)have experienced significant historical transformations.These are particularly evident in the fluctuation of sector numbers and the evolution of sector designations.The transformation has exhibited distinct characteristics:a high degree of stability within party-aligned sectors,frequent alterations within group and professional sectors,and non-uniform change frequencies across different periods.This evolution is rooted in the dual imperatives of political integration and societal engagement,the swift advancement of CPPCC theory and practice,and the shared demands of the CPPCC and the nation’s modernization efforts.Throughout the sectoral evolution,the CPPCC has accrued valuable insights by maintaining the unity of the Party’s leadership with the will of the people,the balance between tradition and innovation,and the interplay between theory and practice.Past experience shows that to effectively optimize the CPPCC sectors for the new era,it is imperative to align with and fulfill the work demands of the Party and the state during various periods,accommodate the shifts in social strata resultant from societal progression,and effectively harness all positive elements that contribute to the modernization endeavor.
