数字乡村敏捷治理革新及其新质生产力驱动理路——基于云潭镇“一网统管”案例的探究

摘　　要：敏捷治理不仅是对传统科层治理等的扬弃,而且彰显了数字化技术在乡村的多重应用。本文立足于数字乡村敏捷治理“目标-结构-过程”的理论框架,透视“一网统管”模式的运行机理。研究结果表明,云潭镇的“一网统管”模式通过敏捷识别、协同与反馈,革除了传统科层制中的“部门化”“孤岛化”“迟滞化”顽疾。具体而言,在新质生产力驱动下,政府将技术手段和敏捷理念嵌入乡村治理实践,围绕农民需求增强了乡村治理目标的精准性和适应性,打破了科层制的条块分割结构,促进乡村多元主体协同联通,通过平台建设和算法设计达成乡村治理过程的快速响应和智慧控制。“数据”“平台”“算法”分别对数字乡村的治理目标、治理结构和治理过程进行精准感知、系统重组和智慧控制。因此,数字乡村敏捷治理的本质是新质生产力驱动治理范式的革新,具体表现为“数据”驱动治理目标精准感知、“平台”驱动治理结构系统重组和“算法”驱动治理过程智慧控制。Agile governance not only represents the sublation of traditional bureaucratic governance but also highlights the multiple applications of digital technology in rural areas.Based on the theoretical framework of“goal-structure-process”for agile governance in digital villages,this paper examines the operational mechanism of the“one network for unified management”model.The research results indicate that the“one network for unified management”model in Yuntan Town eliminates the persistent issues of“departmentalization”“isolation”and“delay”in traditional bureaucratic systems through agile identification,collaboration and feedback.Specifically,driven by new quality productive forces,the government embeds technological means and agile concepts into rural governance practices,enhancing the precision and adaptability of rural governance goals around farmers’needs,breaking down the fragmented structure of the bureaucratic system to promote collaboration and connectivity among diverse rural stakeholders,and achieving rapid response and intelligent control in the rural governance process through platform construction and algorithm design.“Data”“platforms”and“algorithms”precisely perceive,systematically reorganize,and intelligently control the governance goals,governance structure,and governance process of digital villages respectively.Therefore,the essence of agile governance in digital villages is the innovation of governance paradigms driven by new quality productive forces,manifested specifically as“data”-driven precise perception of governance goals,“platform”-driven systematic reorganization of governance structures,and“algorithm”-driven intelligent control of governance processes.
