在规范与事实之间:强镇改革中的镇级政府权能关系及其优化

摘　　要：政府权能关系涉及政府权力、能力与职能,既是政府运行的根基,又是审视政府治理绩效的重要窗口。强镇改革本质上是对县镇关系的调整与镇级政府权能关系的优化,其试图通过向乡镇下放权力以破解原有管理体制下镇级政府的权责倒挂与权能失衡问题。从规范要求看,应在权力下放和能力提升的基础上实现镇级政府权能耦合与权能关系优化。然而,针对18个镇的调查发现,强镇改革中存在权力下放不到位,权力缺少实用性;乡镇承接能力弱,有权但用不好;缺乏权能关系调节机制,权与能难以实现动态耦合等问题。因此,要弥合规范与事实之间的张力,实现强镇改革中的镇级政府权能关系优化,应增强扩权的实用性与注意扩权的差异性,提升乡镇治理能力并充实乡镇人力资源队伍,同时构建权能关系调节机制与府际管理机制,完善相关制度保障。从长远看,强镇改革应从单纯的权力下放转向镇域治理,从“镇制”走向“镇域”和更大范围的“区域”,以优化镇级政府权能与提升区域治理绩效。The relationship between government authority and capacity involves government power,capability and function,which is not only the foundation of government operation,but also an important way to examine governance performance.Strong-town reform is essentially the adjustment of the relationship between counties and towns and the optimization of the power structure of township government.It solves the dilemma of power and responsibility inversion and imbalance between power and ability of township government under the original management system by decentralizing power.From the ideal requirements,the strong-town reform should realize coupling on the basis of decentralization and pragmatic ability improvement.In fact,based on the investigation of 18 towns,it is found that there are some problems in the field of decentralization,capacity of towns,adjustment mechanism and so on.Therefore,in order to optimize the power-capacity relationship of township government,we should enhance the practicability and pay attention to the differences of power expansion.We should improve the township governance capability,enrich human resources,construct the adjustment mechanism and intergovernmental management mechanism,improve the relevant institutional system and so on.In the long run,strong-town reform should shift from decentralization within the system to a wider range of town governance,so as to promote the coupling between township government power and capacity and improve governance performance.
